Take Franklin and go to Fort Zancudo. Break into the base using a really fast car. Enter the base through the gate by the main highway, shown on the west-side of the map. Before driving up to the base gates, use Franklin’s ability to slow down time for as long as you can. Your wanted level will stop increasing at a rapid pace, and will give you time to reach the fighter jet and steal it! It’s in your best interest to try and steal a fighter jet with an open cockpit, that way you will reduce the amount of time it takes to open and get it one.
