Once you have arrived at the construction site, take out the man standing in front of the building. Punch him in the face. Get an automatic weapon to start shooting your way towards the yellow marker.
The best is to use a single cover-point, so that you can draw enemies towards your location and kill them as they get closer.
Leave the other site of construction. Get cover and kill the carload of people that pull up. From there, enter the elevator in the corner and go to the next floor.
Shoot people as soon as the elevator opens. Clear the entire floor.
Go to the next elevator and kill everyone inside. Go to the roof.
When the elevator stops, take cover. Kill everyone, and then focus on the helicopter and take out the target as they fly by.
Go to the last elevator and go down.
